The City of Hayward has been allocated $750,000 in federal American Recovery and Reinvestment Act (ARRA) grant funds for programs designed to help Hayward residents and business owners reduce their energy costs. Financing Your Energy Efficiency and Renewable Energy Improvements

The City of Hayward is participating in the CaliforniaFIRST Program, which is a property assessed clean energy (PACE) finance program. PACE programs allow property owners to finance the installation of energy improvements on their home or business and pay the amount back as a line item on their property tax bill.

Hayward’s Climate Action Plan (CAP) was adopted by the City Council on July 28, 2009. The purpose of the CAP is to make Hayward a more environmentally and socially sustainable community by:

  • Reducing Greenhouse Gas emissions - the primary contributor to global warming
  • Decreasing the community’s dependence on non-renewable resources
  • Increasing Hayward's potential for "green" economic development
  • Enhancing the health of all who live and work in Hayward


  • The CAP identifies greenhouse gas emissions reductions targets that are consistent with those adopted by the State of California as well as the actions that are needed to achieve the targets.
